The Islamic State, ISIS, just issued a religious decree (Fatwa) to authorize killing disability infant, abnormal infant, abnormal newborn baby. There had been estimated of 300,000 abnormal infants to be killed. As today, 38 infants had killed in Mosul, Iraq according to this " ISIS Religious Decree"
